The difference from site development is where the job stops. Site preparation ends when the ground is ready for the next trade, whether that is a slab, a structure, a surface or another contractor entirely. Site development usually carries on through finished pavement.

Good site prep is measured by what happens next: the slab crew can form on it, the paving crew can build on it, and rain does not turn the site into a pond halfway through construction.
